Download speed keeps fluctuating from 1 MiBps to 0

Why is this happening and how can i fix it.
Well, how fast is your internet speed? What are you trying to download?
Have you tried downloading something public yet well seeded? (For example the latest Ubuntu ISO file, see: http://releases.ubuntu.com/19.10/ubuntu ... so.torrent)
