Pausing not immediate. Stops like a train.

I was just curious about something. When I pause a torrent I notice that it doesn't stop sending/receiving data right away. It seems to slow down over a minute or two and then finally reaches zero. It's more like hitting the brakes on a train than a hard stop. Is this normal? Is there a way to cause a hard stop? Is data actually being sent/received?

If that's just how it works it's not a huge deal. I was just wondering why it does that.
