Automatic download from host to client

I have set up qbittorrent both with the gui and without. It has been running flawlessly. Now I am trying to figure out a way to have my client servers automatically download any new file that is added to the host that they do not already have. So I want my clients to automatically download any new file or torrent that I add to the host. I would also like to have my host download any new files that the client adds which my host already does not have. Essentially I am trying to set up my host server as a back up server that automatically updates whenever it sees a new file as well as my clients downloading any new file added to the host server.

I am not sure where I should start to look in order to make this happen. Any and all help or suggestions will be greatly appreciated.

It will have to wait until libtorrent (the torrent engine used by qBT) supports BEP 39 (Mutable torrent payload) see -> http://www.bittorrent.org/beps/bep_0039.html
