qBittorrent really slow on windows 10

recently switched from utorrent to qbittorrent. I have really slow download speeds (nowhere above 20 kbps), even though i have a fast internet connection.
I am running version 3.3.16, and the latest windows 10 version.

1.Did you limit upload speed to 400 KILOBYTES/second or less in qBT?
2.Did you change any other settings in qBT from default?

3.Do you get the same slow speeds on a known-to-be-very-fast Linux distro torrent?

4.Are the torrents you're on just lacking seeds+peers?

5.Is qBT firewalled? (getting red or yellow warning light at bottom of its window)
6.Has qBT been given full access permissions (read/write and networking) in Windows 10?

1. Initially I hadn't. After I read your post I tried but it didn't help.
2. All other settings are set to default.
3+4. haven't tried a linux distro (don't know where I can find one), but a torrent that used to download pretty fast in uTorrent (above 7 mbps) and that has a lot of peers and seeders is only reaching about 250 kbps)
5. How does the warning light look? I don't think there is one
6. How can I check and change the permissions?

1+2. Rules out overloads caused by notoriously-bad settings.
3+4. Yes, that seems slow if it was 7000+ KB/sec in uTorrent before.
5. https://a.fsdn.com/con/app/proj/qbittorrent/screenshots/241606.jpg/1  <- little green light at bottom center of window when NOT firewalled and working mostly ok.
6. You'll need to do a Google search for that, I don't use Windows 10. But it could be a windows firewall blocking incoming rather than I/O permissions of Windows proper.

Tried turning off windows firewall completely, still no improvement. As for the dot, the picture you linked is fairly low res, and I am colorblind so I cant tell - attaching a screenshot of qbittorrent.

Moving the mouse cursor over the little circle also tells its status.
Your picture shows the circle as green, so that should be good.

Your problem is likely apparent now on uTorrent as well, if you test it.

If uTorrent was also slow... It might be a GOOD thing if regular internet speed tests shows your line as slow, because then it's easier to argue with your ISP that the problem's on their end -- instead of them possibly screwing over BitTorrent traffic but not everything else as well.

I downloaded and checked the same torrents with uTorrent on my current machine, and you are right -  I get slow speeds there as well.
I checked on my old machine ( a Macbook pro) and the stame storrents instantly get  up to really fast speeds (on utorrent). I think that rules out the possibility that the problem is on my ISP's end

Ok, so the differences are between the 2 computers.

Scan drives for damage/bad sectors.
Uninstall "junk" on the computer -- this includes running antivirus/antimalware software ...and possibly removing them too, due to their massive crippling of networking software such as qBitTorrent!
Remove "leftover" DLLs. (CCleaner is what I use.)
Defrag hard drives.

Is Windows allowed to cache your drives for both reads and writes? Sometimes that gets disabled, causing huge performance decreases.

The affected computer is a brand new custom built pc. (fresh install of windows on an nvme m.2 about 2 weeks ago), so i dont believe there is a drive error. I also dont have any antivirus besides the windows 10 built in one (not avast). I believe windows is allowed to cache my drives

If the computer has ever lost power due to an outage, the drive can have errors even if new and physically undamaged.

There could also be faulty drivers to blame, especially network drivers. It can require a lot of research to determine that...
