I think I've figured it out...

New torrents are ranked at the bottom of the queue (lowest priority).

I have a lot of torrents "stalled", "missing files", "errored", or have zero seeds (I haven't cleaned up my dead torrents).  These torrents are queued, getting counted and included in the "maximum active" limits.

SOLUTION:

A)  Fix/remove the dead torrents.

B)  Enable "Do not count slow torrents in these links".

C)  Place new torrents higher/top of the queue.

Something is definitely going wrong with Torrent Queuing; and maybe something with the "Do not count slow torrents in these links" with no check mark.

If I check mark the "do not count slow torrents", torrents works.

If the trackers aren't working, the torrents may not qualify as active/working...so "Active Torrents = 0" still makes sense.

The trackers are working, if I disable Torrent Queuing or Force.

How many torrents you have started could still be much greater than 10.

I have a lot of torrents queued; they aren't doing anything.  Unless I disable Torrent Queuing or Force.

And it can also be the case that qBT reporting trackers as not working even when they are (as shown when you use Force Resume!), then that's yet another bug on top the 1st bug!

Another thing of interest is the trackers are reporting "Not Working".

1.Is "Default Torrent Management Mode" set to Manual or Automatic? (Under Options, Downloads)

My Config = Manual

2.Do you have lots more started (seeding?) torrents than Torrent Queuing allows?

Active Torrents = 0

3.Is "Do not count slow torrents in these limits" checked?

My Config = Not checked

4.Invisible torrents?

Torrents exist in the list.  I don't have a problem if I disable Torrent Queuing.

Here is what I don't understand:
Maximum torrents   = 10
Maximum download = 10
Maximum uploads = 3

If I have both uploads and downloads, I should have 7 (10-3) torrents that I can download.
But I don't.  My torrent downloads are queued.  I have 0 active torrents.
If I force them, they will download (and yes they have plenty of seeds).
If I disable torrent queuing, they will download.

What is the purpose of the RSS Downloader option Ignore Subsequent Matches?  How is it intended to be used?

Is an example of usage for people who download TV episode torrents, watch the episode, delete the episode after watching, and then don't want the RSS Downloader to re-download that episode?

I have similar problem.  Newly added torrents are inactive and queued.  It is only if I Force Resume will they download.  If I switch back to "Resume", they will stop and become queued.

Tracker status shows that no trackers have been contacted; Status = "Not contacted yet". 
DHT hasn't been contacted either.

If I Force Resume, trackers are contacted, working, and have peers.
If I switch from Force to normal resume, trackers go back to either Not Working and/or peers equal 0.

There are no active uploads.

Why does your say "Download local torrent", while mine is saying "Upload local torrent"?

In the config you can set the parent path.
When you add a torrent you can choose the path.
There might be a setting in the text config file to append the label to the path.  (There's a setting in the full GUI, but not the Web UI)

I use the console or ftp tool to move files around.
I use a single/common path.
I think it is required to recheck the torrent.  I also noticed that moving files around that not all the files checked at 100%.

I'm guessing...but they might be exchanging peers, trackers, or part of the DHT network.
