Did you upgrade Torguard to v4.8.23?
If so, under settings - Firewall - Uncheck Block LAN traffic.

Ethernet Tap windows V9 is the VPN interface. To the right of that, in network and sharing, it says access type and connections. The blue clickable name next to connections is what you select in QB. I'm guessing it's Ethernet. This changes based on the type of adapter used, i.e. Openvpn or Wireguard.

With the VPN running open up Network and Sharing. The first network listed should be the VPN interface. This is what you select in QB as the "Network Interface", not "Any Interface". You only have to do this once.

Go to Options > Downloads > Saving Management. There's 2 folders at the bottom to save the .torrent files to. See what you have listed there.

There's a global default setting of 1440 minutes. Looks like it's no longer accurate.
Go to options>bittorrent>seeding limits and increase the time by a few minutes.

On the trackers tab on the main screen (bottom left). Confirm that the number of seeds and peers match the numbers of seeds and peers in brackets on the main screen.

Are you using a VPN?
If not, do you have "Use uPnP/NAT-PmP port forwarding from my router" selected on the connection tab?

Try disabling torrent queuing.
