Force resume simply makes the torrent "run", regardless of the queue, settings.
Maybe in Settings -> Bittorrent -> Seeding Limits (down)?

I mean, worst case scenario, you can delete settings and try with a new setup, see if that works.

Click the torrent, then Trackers on bottom and see Status.
It might be your anti-virus deleting some suspicious file, and thus preventing 100.0% download. Just a hunch.

Just go into Settings, scroll down and you will see a Downloads segment.
Here you can pick what to do with Torrent files. If you want to save them one by one, open them with qBittorrent, etc.

Try downloading the non-lt20 version. lt20 stands for libtorrent 2.0 branch.

You can only download metadata, if its' a "healthy swarm". If there are enough peers on it. When it's "Downloading metadata", it's trying to connect to people, to grab the original .torrent file basically. And if there are not enough people, or it cannot connect to enough people,...

Go into Settings -> BitTorrent -> and in middle "Torrent queueing".
IF it's enabled, this could be it.

You can put Max Upload + Max Active to Infinite by putting 0 and then decrease button, it switches to infinite symbol.
