I couldn't reproduce on Win7 VM with official 3.1.10 and my 3.1.9.2 and 3.1.10 builds. Perhaps it's specific to Win8.

I doubt average users go into advanced settings, so we might just change the default. Or we could put this into Bittorrent section of config with meaningful descriptions users will understand.

P.S. Been using fastest_upload for like half a year.
