Try a different port, please.
Also, turn off firewall, and check if your port forward works okay.
(By default qBittorrent will try UPnP, but it does not work all the time, some routers are just crap at UPnP.)

As I said the cache can help a LOT. As for the re-check... phew, you would have to modify the database somehow. Or re-add them while skipping recheck.. this is also do-able, but very risky. ALWAYS backup your qBittorrent data folder, before trying anything. Press WIN+R in Windows. "Run" wi...

If you run the application from the Terminal, do you see any output?
