The webpage could have RSS, and actually it's real easy.
If the site allows some cron script to be run, that is.
Otherwise I could make a client side python that you could run (Sledge) after each news and it would generate the entries. (And add a line to the file.)

You can build packages by hand, as in make .deb packages. Basically you perform the steps what pbuilder does. But pbuilder will let you save the hassle, as you don't need to have all those damned source / dev packages installed. Give it a try when you will have trouble with the current setup. "...
