i think that i read that qbt moving feature is significantly slower than when you move files using operating system.
I only had problem moving using qbt when the torrent shared common files with other torrent. Another thing that can prevent move is if the files are used/opened in another software.

What about trying to schedule use of the Alternative Rate Limits as per the screenshot and restarting qbt and making a screenshot of the speed graph + defined rate limit if it exceed it. I also have ticked to apply limits on utp and transport overhead.. (the options are on the screenshot).

It would be interesting to see the page which announce that number of peers (leechers).
Check Trackers tab of that torrent.
Check icon in the qbt status bar on the bottom if it is green or orange/yellow (may suggest your port is not open and less peers will connect you)

You can also take a note about your current configuration or backup it in %appdata% folder and then try changing settings related to connectivity (uTP,upnp,using proxy - these are in Connection, Advanced sections). i agree, though if you manually created some files in the previous location, the folder with these files will remain i think.
Also i would be cautious about not to have any files open (example playing in media player) so the moving is not prevented.
