notify occasional users by email when they can seed their favorite torrents

i highly value some of the stuff i have previously downloaded through torrents (some very good information/content), and i want others to have access to it too, but most of those torrent files had a very low number of seeders. me being on a laptop computer with a mediocre internet connection, i cannot afford to keep a torrent software always running in the background in order to be always available as a seeder. so i got an idea: what if i could get an email whenever someone is waiting for seeders to one of my favorite torrents? then i could keep my torrent software open when i can, until the file transfer is complete.
