Some trackers are blocking DHT function with modifying .torrent files. But sometimes nobody seeding, and then - DHT is only way to download something faster.
Also, torrent editor would be useful for publishers.

If the torrent has DHT disabled by default it should stay that way. It means its private most of the time and DHT isn't allowed with that torrent.

There are patches for clients, which enable this behaviour.
By default, a client will respect the DHT flag. If it's disabled at the torrent, no DHT.
But if you patch the client, it will ignore that flag.
Since qBittorrent is open-source, you can easliy create a patch like that, or just modify the source code. Compile it again, and you have a client with DHT always ON.
About whether it's good or bad... it depends. Sometimes, a newbie will create private torrents, even if he meant to upload the given torrent to a public tracker. And if the included trackers die, the torrent becomes useless. On the other hand, DHT would ruin a private tracker.
