Alternative connections limits

Much like Alternative Rate Limits for Upload & Download speeds, it would be useful to also add alternative connections limits for global maximum number of connections.
Use case: when you are doing an important video conference on a limited connection and want to temporarily limit everything in qBittorrent and quickly get back to normal without closing it completely and re-opening...
