new to the qbittorrent, upgraded from utorrent after they started serving ads so hello!
anyhow
I notice something strange, when I add an HTTP seed url, or HTTPs seed url, it tells me peer banned? any reason why?

Absolutely no idea, you should ask whomever provides the 'web seed(s)' why this is so first of all.

how do I see what the IP address is for banned peer? Could be an specific issue with an host provider but I received no email from him

Use v3.2.0. It will likely include a reason on why a peer was banned.

for some reason my webseed ips are banned (not using an ip filter)
5/18/2015 8:19:11 PM - 204.152.255.23 was banned
5/18/2015 8:20:47 PM - 107.20.189.226 was banned
204 goes to http://204.152.255.23/cgi-sys/defaultwebpage.cgi which is my hosting provider, not sure why this is being banned by qbittorrent?

"banned" does not mean 'banned permanently' , it just means 'blocked a 'bad' piece".

Just as a quick note.
Dropbox unlikely is serving as a webseed. As far as I have heard, they even blocked that functionality for some reason (I did a little research as I was going to do the same, to back up some files).
With µTorrent for example, you would get some "b0rked" failure (can't remember the full name for it, haven't been using µTorrent for a looooong time).
If you want a webseed, look for a good hosting provider. Sadly, most free providers with limited bandwidth (and especially unlimited bandwidth) block such webseeds (my example: quickly uploaded a little mp4-file to my hosting space, tried to download it; webseed changes from *.*.net/file.mp4 to *.net/403).
