What are values that you recommend for a utilization with 200-300 torrents and 200/200 Mbps speed?
I'm using x64 version with 4096 MB and 600s and OS disabled.
This is very aggressive? If yes, what's alternative?

Depends on your storage speeds.
In my case, OS cache is usually fine if I don't download too fast with a slow storage.
If I enable pre-allocation - to prevent fragmentation - the OS will have to make a new spare file for my download. In the meantime my client will not be able to download at all, because my storage just cannot write.
This is when I usually set up a 500-1000mb cache, so the client can download into that until my storage gets ready. Again, this only works on home connections, because 200mbps would fill up a no-matter-how-big cache in no time.
tl;dr: I think you should just use the OS cache. Using a huge cache won't really give you a speed bump, see above.

200/200 Mbps is my home connection My HDD is Seagate 1TB Barracuda 7200rpm 64MB SATA 6.0Gb/s 3.5 - ST1000DM003.
