It's not suspicious :) Libtorrent v0.15.10 was tagged on SVN a few days before the official release and mkdib took it from there.
Using v0.15.10 is important on Windows because it is supposed to fix the I/O errors some people have been experiencing.

His official build still states 0.15.9 though, you can't deny that...

So? What you want to hear next? Keep discussing about the 15.9 or 15.10 versions same thing over and over again.. This one (the new build see here if you can't find or lazy to search yourself: http://qbforums.shiki.hu/index.php?topic=683.0 )  is 15.10 and has fixed the I/O errors completely and works very well. What you want more?
