Cannot install qbittorrent_4.2.1_x64_setup.exe

Downloaded successfully into Downloads file on C drive. When I start the exe, it tells me it cannot access specified device, file or path. I checked permissions and all users have full access. I disabled Cylance and Sophos with the same results. Any suggestions?
