What does this mean?

Yesterday I got done with a torrent-well, it was at 100% at least, but it would not finish. The speed was well over 1MiB/s and dropped immediately to between 1 and 27 b/s. My other torrent was almost 2MiB/s and all the others after that one and they all finished no problem. I have been doing torrents for a very long time and I have NEVER seen this before. The seeds were over 10,000 and peers at 96. I was using opera browser with VPN on a Win10 system. Not sure the other specs. I will have to give them when I get back on my own laptop. I am on a public computer right now.

Any corrupt download or your AV interferring? Some more information would be nice.
