Queued torrent queries the number of seeds. Can it be disabled?

When adding a queued torrent, it queries the number of seeds, so it occupies a slot in the private tracker. This is a problem when the number of slots in the tracker is limited.

For example, if the limit is 20 slots and I add 100 torrents, I will be banned because the tracker detects 100 download requests.

Is there a way to add a torrent and queue up without any activity?
