Strange jumps speed in tab "Speed"

Hey. I have a problem. Speed from Internet Service Provider - 100 Mbit/s (9-10 MB/s). OS - Windows 7 x64. Leap of download speed show up even after download completion.

Saw similar thing happen at a user when they were using software firewalls. Basically their firewall was keeping all packets in check until it was done scanning it all and then it let the data through. And this all resulted in such weird numbers and behaviors. Do you use a software firewall?
