tcp listener not up

I have two problems
1.TCP listener does not up
2. and, the program freez when i opening a settings
port in the router is open

Settings window should not freeze, that's just not normal.

Did it ever work before?
What Windows are you running? Windows 10?
Do you use any custom security software?

No. I don't use any security software. Windows Defender only.
Windows 10 (2004).
also freeze when opening the torrent download window. Sometimes (not always)
But, I more worries, that tcp-listener does not work. I don't connect to it even from telnet (localhost).
