[Solved] Hard limit on my speed, safe mode fine

I've got a desktop computer which is from the last year. In the recent couple of weeks the download speed is not getting over 1.5MB where it can be around 9MB based on my connection speed.
I've booted in safe mode and everything works again in full speed, so I'm sure the computer and the qBittorrent settings are OK.

Any ideas what might be blocking qBittorrent from reaching maximum speeds? There is no anti virus, firewall besides those of Windows, and no program that I can think of that block the speed.

Would appreciate anything that might help me solve this mystery.

The problem was from the SmartByte software installed on the computer. This is part of DELL support tools on desktop computers and it seems to slow down internet connectivity to certain apps with no known reasons. That's why I've witnessed browsing speed as usual and low torrent speeds.

If anyone has a DELL computer just uninstall it, it doesn't do anything useful to most people anyway. More info here:
