Do these work? Because when I pull them with wget, decompress the file and try to load it in qB, it says 0 rules were applied.

I had the same problem. When filling in the path, include the name of the file also e.g. /tmp/ipfilter.dat and it should work ok.

Does not work here, regardless of path or not.. man, qB is BUGGY!
