I have a torrent that shows "Seeds Peers" as "3(8) 15(16)", but the list of connected peers shows that all 18 are at 0.0%.
I think it's unlikely that there are any seeds at all. My VPN doesn't allows incoming connections, which means that those 18 are well connected, and they've all been at 0.0% for days.
I'm using qBittorrent v4.1.9.1 with libtorrent-rasterbar 1.1.10 on FreeBSD 12.0.

I have the same problem, but worse and it started with v4.2.0 of qBittorrent. I'm currently on v4.2.1 of qBittorrent for Windows. I'm not behind a firewall or VPN. Before v4.2.0 I would get a few "fake" seeds here in there, but now it's getting really bad.
All the torrents in the image have stalled for weeks, yet some of them show 20, 30, or even 90 seeds. What is going on?

Being a 99% peer can happen for many reasons...
- people skip the sample
- people use an antivirus which removes a few files from a crack
