Percentage done incorrect

I use rTorrent myself. Sometimes I see peers who are downloading a lot but where the percentage done they advertise is 0. I'm not actively lookign for them but sometimes I just happen to see it. Usually the peers are from 'unknown' programs according to rTorrent, but yesterday I saw one who uses qBittorrent.

Obviously I changed the ip-address of the peer. The torrent was about 3600Mb so the percentage done should be at least 47% (only from the data downloaded from my system).

Is this an attempt to get more data quickly because other torrent clients think this peer hasn't got any data yet and is new to the swarm? Is this a bug? Does anyone has an idea?
