I added a torrent manually and deliberately didn't specify a category.
When I set the category, I thought it might change the save location for the files, however this does not appear to be the case.
Does it work this way on Windows or do I HAVE to define the category at the time of adding the torrent?
It would be nice, if setting a category, would then change that save location then and there (even if it means auto pause, move files, resume) ?

Ok I can confirm if you add, without category, then define the category, even when the torrent COMPLETES it does not move the files, the category save definition does nothing.
So it must be ONLY for 'injected' torrents using the API from sickrage / couchport / sonarr / radarr etc.

I have logged a bug, this feature is not working correctly.
Even a torrent injected to qbittorrent automatically (no manual user intervention) will not use the save location feature.
