Previews becoming unreliable

I'm seeing that video previews are becoming increasingly unreliable. It works on some files, but not others.

It seems to be due to "Download first and last pieces first" not fetching enough at the end. When it happens, the file becomes playable
at some random point in the torrent download. If "Download in sequential order" is set, the file becomes playable when the torrent completes. On a couple of torrents I've watched it closely and seen the video become playable immediately after the sequence contiguous pieces on the end increases.

This happens on single file torrents or torrents with a video and very small files, so it's not down to extra files eating into the end space.

Is this a known issue? Is anyone else seeing it?

I'm using 4.2.5 on FreeBSD 12.1.
