I searched, but I really couldn't find an answer that spelled this out in a way that I could understand.
In the settings for Global Upload Speed Limit, the metric is in KiB/s which (in my mind) means Kilo Bytes Per Second.
My ISP rates my connection speed as Mb/s aka: Mega Bits Per Second (Speedtest.net confirms) and I am seeing 112Mbs down and 15Mbs up.
In my mind, this would (roughly) translates to 11.2MBs download and 1.5MBs upload
If I am setting a Global Upload Speed Limit in qQ that will use no more than approximately half of the upload bandwidth (1.5MBs), would set it to 1,500KiB/s?

You are thinking correctly.
Even Google offers conversion. Just type; "mbps to kilobytes per second".
Then input "15" in mbps. And then you get 1875 kilobytes per second.
Keep in mind:
- Your apps need a headroom.
- Your download WILL eat into upload as well.
I'd give a healthy 20-30% buffer for download and apps.
So my limit would be ~1300kbps or even less.
