Global Speed Limit (KiB/s v. Kib/S)

I searched, but I really couldn't find an answer that spelled this out in a way that I could understand.
In the settings for Global Upload Speed Limit, the metric is in KiB/s which (in my mind) means Kilo Bytes Per Second.
My ISP rates my connection speed as Mb/s aka: Mega Bits Per Second (Speedtest.net confirms) and I am seeing 112Mbs down and 15Mbs up.
In my mind, this would (roughly) translates to 11.2MBs download and 1.5MBs upload
If I am setting a Global Upload Speed Limit in qQ that will use no more than approximately half of the upload bandwidth (1.5MBs), would set it to 1,500KiB/s?
