Catalina 10.15.2 wedges udp trackers

Updated to Catalina 10.15.2 and now all udp trackers show "not working"
Was running qbt 4.1.9 when problem occurred and updated to 4.2.1 with same issue. Also using ExpressVPN
Expect a security change in Catalina is causing the problem but cannot figure it out
