Can't Connect with Proxy

I can't connect using any proxy server on just one of my macs. If I turn off the proxy then I can connect. On my other machines the same proxy with same settings (and same version qBittorrent) works just fine.
I can't seem to trash my settings, even using CleanMyMac and manually digging into every preference and support folder I can find. A new install still remembers my settings (others have asked about this settings-delete problem but it hasn't been solved).
Any suggestions?
