Yes, it has been updated. Yesterday it was still at v3.1.11. It isn't supported here though if you would have problems with it, you can use it however at own risk.

An Officially-Released PORTABLE version.

If you really want an officially released portable version then help out with the coding.  I would if I had more time (and energy) as I prefer this client over several that I tried.  It's not so much "no one has bothered" as it's "with limited resources no one has the time".  The dev team has to allocate their time and from what I've seen they (rightly) concentrate most of it on the core and leave the fluff for later.
