4.2 - qbt is queueing downloads

I updated from 4.1.7 some days ago to 4.2.0.
Now I see torrents in the "queued" status all the time - I have never seen this before.
"Torrent queueing" is enabled but all values set to 999. And I do not nearly have 999 torrent at all, still torrents get queued.

And on another note, why was "Disable connections not supported by proxies" removed?

Can you post a few pics of your settings?
Of course if you use a SOCKS5, hide those credentials.
