Does anybody know if there are plans to release a native ARM64 torrent client which works on windows laptops which contain a Snapdragon ARM SOC?

not I'm aware of. As a possible alternative I'm thinking about:
- I never used your Windows version but other contains in the Microsoft store an Ubuntu application that may be able to run Ubuntu aarch64 (arm64)
- an virtual machine with a Linux distrib in ARM64 for the same purpose
- compile it

I don't think Windows ARM64 gives you any freedom.
https://en.wikipedia.org/wiki/Windows_RT
"it can only execute software that is digitally signed by Microsoft (which includes pre-loaded software and Windows Store apps), and it lacks certain developer-oriented features."

But if you can install Linux somehow on the device (granted if the device even has any kind of Linux support), then on Linux you can aaanything. Well, anything that tiny SOC can do.

I made a native ARM64 build for Windows. You can download here for testing: https://github.com/minnyres/qbittorrent ... 4/releases
