Need to Force Resume to Download and Upload properly

I have a question about the "Force Resume" option of qBittorrent.
When I download torrents, sometime they will not start until I click the "force" option.
And I am currently seeding 7 torrents and they are in the "Seeding", "Inactive", "Stalled" and "Stalled Uploading" status. If I click "Force Resume", then they show up with a "Seeding", "Resumed" and "Active" status.

They have no share limit and no speed limits and these are my Connections Limits

How come do I need to "force" torrents to seed (and sometimes to download) ?

qBittorrent v4.5.2 on Windows 10

Go into Settings -> BitTorrent -> and in middle "Torrent queueing".
IF it's enabled, this could be it.

You can put Max Upload + Max Active to Infinite by putting 0 and then decrease button, it switches to infinite symbol.

So torrent queuing was disabled. I tried enabling it and setting everything to infinite but it did not change anything.
However when I saw that I was seeding, I tested and pressed "resume" on the torrent, so it was not on "force resume" and it seemed to work fine!
I'll keep testing but I guess that "force resume" may change something based on settings which is not my case.

Force resume simply makes the torrent "run", regardless of the queue, settings.
Maybe in Settings -> Bittorrent -> Seeding Limits (down)?

I mean, worst case scenario, you can delete settings and try with a new setup, see if that works.
