Does anyone know what units these are (KiB/s)? They are not KB/s or Kb/s There doesn't seem to be a way to change them in the app. Doesn't seems like Kibibytes/s either as when I convert Kibibytes, it doesn't seem to correlate to the throughput I'm seeing on my Internet connection.

The app shows BYTE/s. So KB/s, MB/s, etc.
On your pic, it shows you push roughly ~400kb/s upload at the moment, which is ~3mbps.
There is also some overhead to all transfers, but it's hard to give an exact number how much.
But basically you can't use 100% of your available speed.
