Where is the "View" Menu?

I'm on MacOS Monterey and 4.4.2. I cannot find the "view" menu. On previous versions, it has always been at the top.
While searching the forums for an answer, I can see people have been asking about missing menus. But I did not see an answer to this.
Someone mentioned that it is now "hidden" for some reason and you have to hover over something to see it.
Does anyone know what is going on with this?
