Removed max downloads limiter?

Soooo, did you guys remove the ability to restrict the number of downloads at a time?
I used to have it set so I would only be downloading 2-3 torrents at a time before another one started, but that appears to have been removed, and only left the upload limiter?
This paried with the issue I posted about in viewtopic.php?p=38849 where the ability to order downloads so they would download torrents in order kinda has forces me to stop using qBittorrent...
I'm just one user, so this won't mean much, but surely there are others who haven't posted feeling the same way.
