qBittorent Desktop & Android App with Private Internet Access VPN

I have qBittorent, installed on my laptop computer with windows 10. I am running Private Internet Access VPN service. Is it possible to use the android qBittorent remote app to remotely access my torrents on my phone while running the VPN?
I was told in order to do this that I needed a dedicated IP address from PIA, which I have, but I am just not quite sure how to properly set that up on the qbitttorent so I can can link my desktop program with the Android app.
