Seed and Peer numbers in brackets and connection to them?

I believe the numbers in brackets represent the number of clients in the swarm.
So for Seeds 2(4), this would mean i have 2 seeds connected of a possible 4 and the same for Peers.
How are the number of connections controlled?
Is it by distance, bandwidth or something else?
How can connect to the other two Seeds or Peers?
