RSS Do Not Download Immediately

LibreTorrent app has a setting which when enabled will not download torrents from a newly added RSS feed immediately but wait awhile (Such as the next refresh interval). This way when a user adds a long RSS feed into qBIttorrent, it will not start downloading the torrents right away and give time for the user to mark the items in the feed "as read" and then after awhile it will then start to download the items in the feed that are not marked as read by the user.
