Is it really turned off???

Does shutting down qBittorrent automatically stop any downloads and uploads that might be active??
I assume the answer is yes, and have alway done things this way, but, over the past month I've had files, that nothing was happening with (i.e., the seeds and/or peers were offline), but, within a few minutes of closing down qBittorrent and then my VPN, I suddenly receive a notice telling me that my download has been completed - - and a couple of days later my ISP receives an email from some organizations claiming copyright infringement, so my VPN service (NordVPN), and I are trying to discover what's happening, i.e., is the leak through them or through qBittorrent, or must I now, after many years of using qBittorrent, suddenly have to halt all uploads and downloads one at a time.
