Compile instructions on Windows

I have tried variants:

but in both variants I have compile errors. And I talked with other peoples on github, or on this forum (don`t remember) - they say what wiki is outdated
Can qbittorent team update instructions?
second questions: can I compile sources on Centos8 to build a windows version?
