Realistically, how close are we to getting qBittorrent a new theme? A lot of people are not willing to try qBittorrent because it "looks old" and in some cases people say it "looks ugly" so I personally think that a theme refresh would convince many people to move to qBittorrent away from uTorrent. With the bad reputation uTorrent is getting lately, now is a better time than ever before to make qBittorrent look fresh and new to convince people to join qBittorrent's userbase.

Maybe but nobody actually cares about that, and nobody has a need to. "Getting more users than or from uTorrent, BitTorrent, Vuze, Ktorrent, Transmission etc." is not a driving force for the project. Maybe one day someone with a flair for design will join the project and 'tweak' the basic QT framework look  for the Windows client as it 'looks' perfectly okay on Linux.
